Colorado SB104 mandates key boxes at schools for emergency access by law enforcement.

Colorado SB104 requires each school to install at least one exterior key box containing keys and access devices for law enforcement to access school buildings and rooms. The local education provider determines the key box location after consulting with local law enforcement. The key box must also include maps identifying access points and emergency response aids. The contents of the key box are exempt from public records. Employees are immune from liability unless acting with gross negligence or bad faith. The bill takes effect August 12, 2026, unless a referendum is filed.
