Colorado SB047 amends the definition of a general election to allow a ballot question on collective bargaining for firefighters.

Colorado SB047 modifies the definition of a general election to include statewide general elections held in odd-numbered years. This change allows voters to petition for a ballot question to require local governments to engage in collective bargaining with firefighters. The question can be added to any general election, including municipal, special district board, primary, or general statewide elections. The act takes effect on August 12, 2026, unless a referendum petition is filed, in which case it will take effect if approved by voters in November 2026.
