Colorado HB1199 mandates that motor vehicle repair facilities inform customers about state programs for replacing internal combustion vehicles with zero-emission alternatives when repairing or replacing stolen or failed catalytic converters. The bill also allows the use of a catalytic converter that complies with the standards established by rules of the United States Environmental Protection Agency if the owner or operator of the motor vehicle has reported the theft to a law enforcement agency and has made a reasonable effort to obtain a replacement catalytic converter but has been unable to.
