Colorado HB1140 requires the staff of the Legislative Council to facilitate local government impact hearings for up to five legislative measures selected by legislative leadership during each regular legislative session. Legislative leadership can choose measures for these hearings based on their preference or in response to requests from local governments or organizations. During the hearings, local governments or organizations can provide testimony without time limits. The chair of the applicable committee determines the hearing length, which must be between one and two hours.
