HB1130

Public Restroom Baby Diaper Changing Station

Failed·5/5/26

Colorado HB1130 mandates baby diaper changing stations in public restrooms and requires signage indicating their presence.

HB1130 requires buildings with public restrooms to install baby diaper changing stations in gender-specific, non-gendered single-stall, or non-gendered multi-stall restrooms on each floor. Exemptions apply if the installation violates building standards for individuals with disabilities or if the building is a certified historic structure. Starting July 1, 2027, owners or managers must display gender-neutral pictograms near each restroom and at the building entrance, indicating the location of each restroom and baby diaper changing station.
