These statements must identify the three largest areas of state expenditure affected by the measure. For measures that increase state expenditures, the fiscal impact statement must specify the three largest areas of program expenditure. The bill also mandates that the ballot title for measures increasing state expenditures include language identifying the three largest areas of program expenditure for which state expenditures will be reduced if the measure passes.
