Colorado HB1036 allows local governments to impose taxes on vacant residential properties.

Colorado HB1036 authorizes counties and municipalities to levy and collect excise and property taxes on vacant residential properties, subject to voter approval. Counties can impose a flat rate or variable excise tax based on unit type, number of bedrooms, or square footage. Municipalities can impose an excise tax on all vacant residential units or a subset, and a property tax on vacant residential properties. The revenues must be used for affordable, attainable, or workforce housing.
