Establishes the Equalization Reserve Account to equalize per-pupil funding among California school districts.
The Education Equalization Act establishes the Equalization Reserve Account in the General Fund. Interest earned on funds in the account will be allocated to increase per-pupil funding in non-basic aid school districts. The Controller must transfer funds to the account if there is an increase in state support for public schools and higher education. The Legislature may suspend these transfers if average per-pupil funding in non-basic aid school districts equals or exceeds that in basic aid school districts.
