Establishes an appeals advisory committee for the Advanced Clean Fleets Regulation in California.

The bill creates an Advanced Clean Fleets Regulation Appeals Advisory Committee to review appeals of denied requests for exemptions or time extensions from the Advanced Clean Fleets Regulation. The committee will make recommendations to the state board. The committee will include representatives from various state agencies, public fleet managers, electrical corporations, electric vehicle manufacturing industry experts, environmental and environmental justice groups, labor groups, and transit and regional transportation agencies.
