Establishes a special fund for Medi-Cal graduate medical education payments to district and municipal hospitals.

The bill establishes the District and Municipal Public Hospitals (DMPH) Graduate Medical Education (GME) Special Fund in the State Treasury. The fund will receive voluntary intergovernmental transfers from district and municipal public hospitals or affiliated government entities to cover the nonfederal share of graduate medical education payments. The Department of Health Care Services will determine the transfer amounts to ensure they cover the nonfederal share of payments plus an additional 5 percent. The fund will also support administrative costs and other Medi-Cal program needs.
