Moneys from the auction or sale of allowances will replace the fee revenue. The fee will be reinstated on January 1, 2027, and the section will become inoperative on January 1, 2031. The bill also repeals Article 3 of Chapter 1.5 of Part 2 of Division 4 of the Public Resources Code.
