Establishes the DREAM grant program for eligible students in California.
The bill amends the Education Code to establish the DREAM grant program. It allows grant-eligible students attending participating institutions to receive DREAM grants starting from the 2024–25 academic year. DREAM grants are awarded from unawarded funds in the institution’s DREAM revolving fund, which can include new state, institutional matching, or loan repayment funds. The grants do not count towards borrowing limits and are provided in the academic year following any unawarded fund balance.
