California SB1354 adds a new section to the Military and Veterans Code, prohibiting military personnel from another state, territory, or district from entering California to perform military duty or law enforcement functions without the Governor's permission. Exceptions include those called into active federal service under Title 10 of the United States Code, those involved in a military compact before January 1, 2027, and those participating in an educational course or training exercise in California. The Governor can delegate the authority to grant permission to the Adjutant General.
