The bill requires operators of idle surface mining operations to submit an interim management plan to the lead agency for review and approval. The interim management plan may remain in effect for up to five years, with possible extensions. The lead agency must review and either approve or deny the interim management plan within 60 days of receiving comments from the supervisor.
