This bill amends the California Coastal Act to modify the process for handling minor amendments to local coastal programs and port master plans. It allows the executive director of the California Coastal Commission to determine if proposed amendments are de minimis, meaning they have no impact on coastal resources and are consistent with the Coastal Act. If so designated, these amendments can become effective immediately upon commission meeting adjournment if three or more commission members do not object.
