California AB349 amends the Welfare and Institutions Code to adjust foster care rates. It supplements the uniform rate for care and supervision of a child with an additional $489 monthly, subject to budget appropriation. Starting July 1, 2026, this supplement will be adjusted by the California Necessities Index. The bill also adjusts rates for children living with teen parents in whole family foster homes and those receiving Aid to Families with Dependent Children-Foster Care (AFDC-FC) or Kinship Guardianship Assistance Payment Program (Kin-GAP) benefits.
