California AB2509 revises the calculation of average daily attendance for school districts, excluding charter schools, to determine fiscal year.
California AB2509 amends the Education Code to change how average daily attendance is calculated for school districts. It excludes charter school attendance and adjusts prior fiscal years' attendance based on pupil transfers between charter and noncharter schools. The calculation uses the highest attendance figures from the current and prior fiscal years, or the average of the three or five most recent years. Adjustments are made for reorganizations or territory transfers.
