California AB2421 amends the Political Reform Act of 1974 to allow the Secretary of State to terminate inactive political committees.

AB2421 modifies the Political Reform Act of 1974 by enabling the Secretary of State to terminate political committees that fail to submit campaign reports for 12 months or have minimal cash balances. Specifically, committees with an ending cash balance of $3,000 or less, or those with a balance of $5,000 or less and owing $2,000 or more to the controlling candidate, may be terminated. The Secretary of State must notify the committee and the commission 180 days prior to termination. After termination, the Secretary of State must inform the filing officer within 30 days.
