AB2280 amends the Civil Code to allow repossession agencies to file a lien on a vehicle if no lien is currently in place. If a lien already exists, the repossession agency may file a lien if the lienholder waives the right in writing or fails to respond to a waiver request within 30 days of being notified. This provision becomes effective on January 1, 2029.
