Starting with the 2028-29 academic year, California State University and community college districts must grant priority registration to students who receive a fee waiver and those using federal GI Bill benefits. The University of California is requested to do the same. If the Commission on State Mandates finds state-mandated costs, local agencies and school districts will be reimbursed under the Government Code.
