California AB2134 modifies the Government Code to address absences and parental leave for city council members. If a council member is absent without permission from all regular meetings for 60 consecutive days, their office becomes vacant. For councils meeting monthly or less, the absence period extends to 70 days. Parental leave, defined as leave for a child's birth or placement for adoption or foster care, is limited to 12 workweeks or the city's employee leave, whichever is longer. Parental leave does not count toward the allowed absences.
