AB1936 amends the Insurance Code to establish qualifications for the California Insurance Commissioner. The commissioner must be competent and fully qualified to perform the duties of the office. The commissioner, any deputy, or employee cannot be an officer, agent, or employee of an insurer or have an interest in any insurer or licensee, except as a policyholder.
