AB1860 amends the Education Code to allow school districts and county superintendents to procure design-build contracts for school facility projects exceeding one million dollars. The county superintendent of schools has exclusive authority to award these contracts on behalf of county offices of education and county boards of education. The bill also mandates that school districts develop conflict-of-interest policies for entities involved in the solicitation of design-build projects. The provisions apply to bid requests issued on or after July 1, 2016.
