Allows exclusive representatives to invite bargaining unit members to remotely observe meet and confer sessions on a memorandum of understanding.
AB1630 adds Section 3570.1 to the Government Code, allowing an exclusive representative to invite one or more members of a bargaining unit to remotely and passively observe a meet and confer session on a memorandum of understanding. The remote observer may not delay or disrupt the session. The bill specifies that, unless the parties agree otherwise, the observer will not receive released or reassigned time or compensation. It also clarifies that the bill does not prevent parties from agreeing to allow in-person observers or greater participation by observers in meet and confer sessions.
