Establishes the Office of the Inspector General, High-Speed Rail to oversee the high-speed rail project.

The bill creates the Office of the Inspector General, High-Speed Rail to ensure independent oversight of the high-speed rail project. The Inspector General is appointed by the Governor from a list of three nominees by the Joint Legislative Audit Committee.
