California AB1494 amends Section 65402 of the Government Code to restrict counties and cities from acquiring or disposing of real property, vacating or abandoning streets, or constructing public buildings unless these actions conform to an adopted general plan. A local agency must submit these actions to a planning agency for a report on conformity within 40 days. If the planning agency fails to report, it is deemed to have found conformity.
