Establishes ethnic studies content standards and curriculum frameworks for high schools in California.

The bill mandates the development of statewide content standards for ethnic studies in high schools, to be adopted by the state board by January 1, 2028. It requires the state board to issue guidance on implementing these standards and hold regional hearings for public input. Ethnic studies courses must be appropriate for all pupils, avoid bias and discrimination, and not promote religious doctrine. Schools must submit ethnic studies curricula and materials to the department by June 30, 2026.
