California AB1049 modifies the California Food Assistance Program to exclude federal deeming rules and exemptions for sponsored noncitizens.
California AB1049 amends the Welfare and Institutions Code to exclude federal deeming rules and exemptions for sponsored noncitizens from the California Food Assistance Program. This means that the program will not apply the same rules for determining sponsor income and resources as the federal Supplemental Nutrition Assistance Program. The changes will take effect on January 1, 2028, or when the Statewide Automated Welfare System is ready, whichever is later. Victims of abuse by their sponsor or sponsor's spouse are exempt from deeming rules.
