California SB18 amends film tax credit allocation and reporting requirements.

California SB18 amends the state's film tax credit program by adjusting the allocation and reporting requirements for credits. The California Film Commission must report annually on diversity data for productions that receive credits. Credits are allocated based on a jobs ratio, which measures qualified wages against total expenditures. If the jobs ratio decreases by more than 10 percent, the credit is reduced proportionally. For independent films, a reduction of more than 30 percent results in a larger credit reduction unless reasonable cause is shown.
