California AB1128 regulates rent increases in mobilehome parks in the City of Torrance.

California AB1128, known as the Mobilehome Affordability Act, amends the Civil Code to limit rent increases in mobilehome parks within the City of Torrance. The bill sets a cap on the gross rental rate increase to 3 percent plus the percentage change in the cost of living, or 5 percent, whichever is lower, over a 12-month period. It also restricts the number of rent increases to two within any 12-month period. The act applies to mobilehome parks in the City of Torrance and those governed by two or more incorporated cities, effective from January 5, 2026, and January 1, 2022, respectively.
