The bill creates the Equal Distribution County Turnback Fund, which would receive the first $150 million in each fiscal year from taxes, interest, penalties, and costs. The fund would then distribute $2,000,000 to each county treasurer. Counties would use 90% of these funds for infrastructure projects and 10% for fire departments, law enforcement agencies, or community projects.
