Arizona SB1852 amends environmental statutes to set fees and fund uses for water and groundwater management. It maintains vehicle emissions testing fees in Area A at the June 30, 2025 level. The Department of Environmental Quality can use up to $6.5 million from the underground storage tank fund for administrative costs and sewage discharge remediation in border areas. The Arizona Water Banking Fund receives appropriations and fees for well construction and water supply augmentation. A groundwater withdrawal fee of up to $5 per acre-foot is set for certain areas.
