If a vacancy occurs, the board of supervisors must appoint a citizens panel to submit three qualified electors to fill the vacancy. The state party chairman then selects one from the nominees. If the legislature is in session or a special session is pending, the board of supervisors must appoint someone from the same political party as the vacating officeholder. If the vacancy was not represented by a political party, the board of supervisors appoints someone from the same district and county.
