Arizona SB1380 requires large load customers to pay for energy costs, including fuel, generation, and transmission, incurred due to their electric demand. These costs cannot be passed on to other customers. A large load customer is defined as one using at least fifty megawatts at a single site during peak demand, including industrial facilities, data centers, manufacturing and industrial plants, hydrogen production facilities, and large buildings. Cryptocurrency mining centers are excluded from this definition.
