Establishes pricing fairness for covered goods sold in Arizona.

Requires covered suppliers to offer the same terms of sale for covered goods to all covered retailers and wholesalers. Prohibits dominant covered retailers from imposing or requiring terms of sale on covered suppliers under certain conditions. Defines "covered goods" as food or food products and seeds or plants for household garden use. Allows the attorney general or injured parties to file suit for violations, seeking injunctions and civil penalties.
