SB1191 amends Arizona's Medicare supplement insurance regulations to allow insurers to offer early enrollment discounts that diminish over time. It also mandates that insurers offering Medicare supplement insurance to those aged 65 and older must also offer it to those under 65 who qualify due to end-stage renal disease or amyotrophic lateral sclerosis. All benefits available to older enrollees must be available to younger enrollees under these conditions.
