Establishes Grand Canyon national park special plates and fund for donations to benefit the park.

The bill establishes Grand Canyon national park special plates and a fund for donations collected from their sale. A person who pays $32,000 to the department can design the plates, subject to approval. The first $32,000 in the fund is reimbursed to the person who paid the implementation fee. The director shall annually allocate monies from the fund to a qualified entity headquartered in Arizona that has operated in the state for over twenty years and is an official partner of the Grand Canyon National Park. The bill also amends definitions and authorized uses of the state highway fund.
