Arizona HCR2046 proposes an amendment to the state constitution to allow the state to improve or develop water resources, transportation, and other infrastructure on trust lands to increase their value. The amendment would require the state to act in the best financial interest of trust beneficiaries, considering the highest and best use of the lands. The commissioner would be allowed to use trust assets, interests, or earnings in a manner consistent with fiduciary and prudent investor standards. The Secretary of State would submit this proposition to voters at the next general election.
