Arizona HB4088 requires motor carriers transporting agricultural commodities within the state to maintain a liability policy covering emergency towing and recovery services. If a towing or recovery operator is not paid for services rendered to a commercial motor vehicle involved in a roadway incident, the unpaid amount becomes a lien on the vehicle and its cargo. The lien can be released once satisfied. This provision does not apply to farm-to-field operations, private hauling by farmers or ranchers, or noncommercial vehicles.
