HB2737 amends section 45-516 of the Arizona Revised Statutes to allow the director to issue permits for withdrawing poor quality groundwater to non-irrigation users. The director must determine that the groundwater has no other beneficial use and that the withdrawal is consistent with the management plan. Permits can last up to thirty-five years, based on the estimated life of the groundwater source. The director will monitor withdrawals and can terminate the permit if necessary.
