Arizona HB2725 amends the Arizona Health Care Cost Containment System to restrict therapeutic substitutions and utilization controls for non-opioid.

Arizona HB2725 amends the Arizona Health Care Cost Containment System by adding a new section that restricts therapeutic substitutions and utilization controls for non-opioid prescription drugs. Specifically, if a licensed physician prescribes a non-opioid drug for chronic or acute pain, a contractor cannot substitute it with an opioid drug. Additionally, the administration cannot impose more restrictive or extensive utilization controls, such as prior authorization or step therapy requirements, on non-opioid drugs than those applied to opioid drugs.
