Arizona HB2515 establishes an annual groundwater withdrawal fee for lessees of state agricultural land outside active management areas.

Arizona HB2515 amends state law to require the Department of Water Resources to establish and collect an annual groundwater withdrawal fee from lessees of state agricultural land located outside active management areas. The fee is intended to reflect the fair market value of the groundwater withdrawn. Lessee must report the location of the well, the quantity of groundwater withdrawn, and the specific uses of the groundwater. Fees collected are to be deposited in the appropriate beneficiary fund.
