Amends ballot collection laws to impose penalties for illegal ballot collection and fraud.

Amends sections of the Arizona Revised Statutes to impose penalties for illegal ballot collection and fraud. It is unlawful to offer or receive any consideration to acquire a voted or unvoted early ballot, to possess a voted or unvoted ballot with the intent to sell it, or to knowingly solicit the collection of voted or unvoted ballots by misrepresenting oneself as an election official. A person who knowingly collects voted or unvoted ballots and does not turn them in is also subject to penalties. Engaging in a pattern of ballot fraud is a class 4 felony.
