Arizona HB2457 amends state statutes to allow utilities to construct new plants without filing for or receiving a certificate of environmental compatibility if the plant is colocated with a large industrial energy user. The Arizona Corporation Commission must define terms such as "colocated" and "large industrial energy user" in the rules. Utilities must provide public notice and hold a public comment session before construction. This applies to plants colocated with large industrial energy users who have received all necessary zoning entitlements.
