Arizona HB2276 amends the definition of obstructing governmental operations to clarify its application and classification. The bill specifies that obstructing governmental operations occurs when a person knowingly obstructs, impairs, or hinders the performance of a governmental function or the enforcement of the penal law by a public servant or peace officer using or threatening to use violence or physical force. The bill excludes the obstruction of making an arrest and classifies obstructing governmental operations as a class 1 misdemeanor.
