Amends section 38-1106, Arizona Revised Statutes, to revise the procedures for appeals of disciplinary actions against law enforcement officers. It mandates cooperation between parties, sets deadlines for document exchange, and outlines the process for changing hearing officers. It also prohibits retaliatory actions against officers who testify or provide evidence in appeals. The employer bears the burden of proof, and the hearing officer must state whether just cause existed for the disciplinary action. The employer must provide transcripts and reimburse for alternate hearing officers.
