Adds a faculty member to the University of Alaska Board of Regents.

This bill amends the University of Alaska's governance structure by adding a faculty member to the Board of Regents. The faculty member must be a full-time, tenured faculty member from one of the three University of Alaska campuses. The faculty member's term is two years, starting June 1 of the appointment year. The governor appoints the faculty member from a list of nominees submitted by the faculty senates. The bill also adjusts the quorum requirement for Board of Regents meetings to six members.
