Allows qualifying circuit clerks to participate in both supernumerary program and Employees' Retirement System.

Under existing law, circuit clerks cannot participate in both a supernumerary program and the Employees' Retirement System. This bill changes that by authorizing circuit clerks who qualify for both programs based on separate years of service to participate in both. The change takes effect on July 1, 2026.
