Alabama HB495 amends the state A-F school grading system to exclude the academic achievement of students transferring from a failing school from being considered in assigning a grade to a school or school district for the first three years of enrollment. The educational progress of these transfer students will continue to be measured in the academic growth category. Beginning with the fourth year of enrollment, the academic achievement of these students will be considered in assigning an academic achievement grade.
