The bill creates the Ebony Alert System to send alerts to assist in the recovery of a missing Black youth or young adult under certain circumstances. A law enforcement agency may request an Ebony Alert if it determines that an alert would assist in the search and rescue of the individual, considering factors such as the individual's age, health, and the circumstances of their disappearance. The Alabama State Law Enforcement Agency (ALEA) shall activate an Ebony Alert if it concurs with the assessment of these factors.
